San Francisco may join the growing list of California cities forced to ration its water supply during one of the state’s worst droughts. The San Francisco Public Utilities Commission has tried a voluntary water-use reduction, but it may force residents to decrease outdoor watering by 10 percent. The proposal would double water rates for anyone who used more than 90 percent of the amount they used in 2013. The city’s water supply is at 62 percent capacity, compared to operating at 79 percent capacity last summer. Commission General Manager Harlan Kelly said, “When you see lawns green, you ask, ‘Do they really need to be that green?’”
